Olivares served as Congressman Leland's Legislative Assistant primarily responsible for national energy policy through the House Energy & Commerce Committee.  Leland's downtown Houston District (18th-Texas) included the largest number of energy corporations in the United States -- making it the nation's energy capital.  Olivares:

• Advise Congressman on emerging international trade, foreign affairs and defense issues.

• Consult with national corporate and public interest representatives.

• Write speeches, editorials and other public relations.

Major Accomplishments

Assisted Congressman's legislative efforts to:

• Direct the U.S. Department of Energy (DOE) to study the feasibility of an energy policy for the Western Hemisphere.

• Enlist private support for the Strategic Petroleum Reserve.

• Ensure Historically Underutilized Business (HUB) participation in the Superconducting Super Collider (SSC) project.
