Congressman Mickey Leland
Olivares served as Congressman Leland's Legislative Assistant primarily responsible for national energy policy through the House Energy & Commerce Committee. Leland's downtown Houston District (18th-Texas) included the largest number of energy corporations in the United States -- making it the nation's energy capital. Olivares:
