He earned his Bachelor of Arts (BA) in Economics from the University of Texas Austin, his Master of Public Administration (MPA) from the University of Texas Rio Grande Valley (formerly UTPA), and his Doctorate of Jurisprudence (JD) from the University of Texas School of Law.
